Our Story
Huazhao (Qua) Liang was born in Guangdong, China, and immigrated to New York in 1989. He graduated from Baruch College in 1994 and founded L & M Tours in Brooklyn in 1999. With more than 27 years of experience in the tourism
industry, Mr. Liang has demonstrated strong leadership in cross-cultural
engagement, community outreach, and organizational development. Recognizing the growing needs of Chinese immigrant communities in Brooklyn-particularly in Sunset Park, Bensonhurst, and Gravesend-Mr. Liang founded the United Cultural Association in September 2022.
Under his leadership, the nonprofit provides vital resources, educational programs, and community-based services to immigrants, seniors, and other vulnerable populations. Mr. Liang's dedication to public service has been widely recognized. He has received multiple community service awards, including honors from the Daughters of the American Revolution and the Hotel Chinese Association of the USA. In addition, he has received citations from city and state elected officials in recognition of his contributions and ongoing commitment to the community. Through his work as a founder and community advocate, Mr. Liang continues to create meaningful, sustainable impact and remains deeply committed to serving and uplifting the communities he represents.
